  1. Who can apply for passport renewal?
    Any applicant holding Indian passport and a status in Canada (Visitor/Study/Work permit or PR) and living in High Commission of India’s consular jurisdiction can apply for passport renewal.
  2. How do I submit the application??
    Step 1: Fill and submit the form online
    Please ensure to Register and fill the form under your residential Jurisdiction.
    Step 2: Take a printout of the form submitted online and submit the hard copy of form with photo, supporting documents and fee at the nearest BLS Centre.

  3. I have made an error in online application / I need to modify something in my online application, but I have already submitted it online. What do I do?
    The applicant will need to fill a new application and submit it online. Make sure that they send the hard copy of the correct form when submitting it at BLS centre.
  4. When can I renew my passport?
    Applicant can apply for renewal of passport up till a year before its expiry. It is recommended to necessarily renew passport that has less than 6 months of validity.
    However, a passport may be renewed irrespective of the date of expiry in case of one of the following reasons:
    1. Change in personal particulars (name, address, change in spelling, Marital Status etc.)
    2. Change in appearance
    3. Change in signature
    4. Loss/damage of passport booklet
  5. Where do I submit the application?
    The HCI grants no walk-in appointments. Applications are accepted only through BLS centres. Applicant has to submit hard copy of application with all relevant documents at the nearest BLS centre. The applicant can also send the application by post to BLS (please check BLS website for eligibility).

  6. What are the documents required for a normal passport renewal application?
    • Duly filled in online application form, for the HCI,Ottawa
    • A recent photograph pasted on the application form of size (2inch x 2inch). Please refer to photo specifications here.
    • Original passport of the applicant
    • One copy of first and last page of the current passport
    • One copy of valid legal status in Canada (PR card / study permit / work permit / visitor record)
    • One copy of landing paper (Mandatorily required if applicant is a Permanent resident); or CoPR which should have immigration category.
    • One copy of proof of your residential Canadian address
    • One copy of Indian address proof (Self / Family who can verify applicant’s antecedents during police Verification)

  7. Can I submit application at the High Commission of India in person?
    Applications are accepted only through BLS. The HCI grants no in person appointments.
  8. Can I collect passport directly from HCI?
    Issued passports can be collected from BLS Centre. The applicants can also pay BLS for postal delivery to their home address.
  9. I am a resident of a place outside Ottawa/Montreal. Can I submit my passport application at HCI, Ottawa?
    All applications to be made to BLS centres only. Applications would be processed only from applicants living in their Consular Jurisdiction.
  10. What is the Normal validity of a passport being renewed?
    Case 1- Any applicant holding visitor permit (Adult or Minor): 2 years only (or till age of 18 years for minor, whichever is earlier)
    Case 2- Applicants holding a Valid study/work permit or PR:
    Adults: 10 years
    Minors: 5 years
  11. I am a minor between the age 15-18 years. Can I get a passport with 10 years of validity?
    Minors between 15-18 years of age can obtain passport of 10 years only under NORMAL category if they pay fee as applicable for adult applicants. If fee for a MINOR is paid the passport will be renewed for 5 years or till the date on which the applicant becomes an adult (whichever is earlier).
  12. What is the size of a passport booklet?
    Normal passport booklet has 36 pages. Jumbo booklet with 60 pages can be obtained by paying extra applicable fee.
  13. Can I apply for fresh passport under TATKAL category?
    There is No Tatkal service in Ottawa Jurisdiction
  14. Can I apply for Jumbo booklet (60 page booklet) under TATKAL category?
    There is No Tatkal service in Ottawa Jurisdiction
  15. Who can/cannot apply under TATKAL category for renewal of passport?
    No one can apply
  16. My passport has expired more than one year ago. Is there any extra document required from my side?
    A self-attested declaration on plain paper explaining the reason for late renewal.
  17. Where would I get Personal Particulars form/affidavit form?
    It is available at Forms under the submenu of Passport section in the menu. And list of documents at CHECKLIST.
  18. What documents do I need to add my spouse's name on my passport?
    A) To add spouse's name, applicant need to add the name in the online application.
    B) Copy of Registered Marriage Certificate
  19. Are custody judgements from Canadian courts acceptable?
    Canadian court Judgments are accepted, HCI holds the right to seek any additional attestation/Documents.
  20. What additional documents are required in case the applicant is a minor?
    Following documents are mandatorily required:
    1. Annexure D signed by both parents or Indian court appointed guardian along with Indian court order or adoption deed, if applicable.
    2. Copy of Valid passports of both the parents and additionally for the guardian, if applicable) along with their Valid Status
    3. Address ID proof of either of the parents and additionally for the guardian, if applicable.
  21. What additional documents are required in case the applicant is a minor with single parent?
    Following documents are mandatorily required:
    1. Annexure D signed by custodial parent/guardian.
    2. Proof of the custody through an Indian Court/Canadian court order etc.
    3. Copy of passport of the custodial parent or guardian.
    4. Address ID proof of the custodial parent or guardian.
    IMPORTANT: In the cases of re-issuance of passport to minors, custody papers of Child(ren). In Joint Custody, both parents will provide their valid Passports and signed Annexure D
  22. What additional documents are required in case the applicant’s previous passport has been lost?
    Annexure F along with a Detailed Police Report clearly mentioning the lost passport details, are mandatorily required.
  23. How do I get a police report if I have lost my passport?
    In case of lost passport, police report with all details of the lost passport is mandatory. The applicant needs to file a lost item incident with the local police. After this the police issues a Lost Item Report.
  24. I had filed a police report when I lost my passport. However, I recently found my lost passport. What should I do?
    If the police have issued a lost item report of the passport, applicant is requested to not use the old passport and apply for a new passport under LOST category.
  25. What additional documents are required in case the applicant’s previous passport is damaged?
    A) Duly filled and signed Annexure F.
    B) A covering letter explaining the reason of the Damaged Passport.
  26. Can I use salutation / title in front of name?
    Usage of salutation or title like /Mrs./Ms./Late/Dr./Adv./ Eng etc. is not allowed. Submit the name in full.
  27. There is a change in the spelling of my parent's name. What supporting documents do I need?
    Applicant needs to submit copy of their (parent’s) Indian passport/Copy of Aadhar Card with correct name. If the passport with the correct name is not available, they will need to first change it on their (parent’s) passport or have the name change published in Gazette of India.
  28. When applying for passport renewal, what to do if name has ALIAS/AKA in the current passport?
    As per extant rules, ALIAS/AKA cannot be a part of name on passport. Applicant will need to use either of the aliases as follows:
    OLD PASSPORT Allowed name variation 1 Allowed name variation 2
    Anthony Kuttu Alias Thomas Xavier Anthony Kuttu Thomas Xavier
    For any other variation, the applicant will need to undergo the procedure for name change.
  29. Who is eligible to apply for a name change in Passport?
    This facility is available only for applicants residing in Canada continuously for over 3 years and having Permanent Resident, Work Permit or Study Permit. Applicants on Visitor permit cannot apply for name change in passport.
  30. What documents are required in case the applicant wishes to change his/her name on Passport?
    Original Clippings of two (02) prominent English newspapers, one in India and second from Canada and at least Government issued two ID proof with the new name of the applicant [The original clipping should include the name, date and place of publication of the Newspaper];
    OR,
    Publication of the change of name in the Gazette Notification of India.
  31. What are the regulations regarding change of name due to marriage/remarriage/divorce?
    For change of surname due to Marriage / Remarriage only self-declaration on plain paper is required with the Copy of Registered Marriage/Divorce Certiifcate, In case of divorce, an applicant may revert to maiden name provided there is an old passport with her maiden name. In all other cases the applicant has to undergo the name change procedure as detailed above
  32. I wish to split my name into First and Surname. Do I need any documents to support this change?
    For splitting name into first and surname, no additional proof but a cover letter is required
    e.g. The following is permitted:
      OLD PASSPORT NEW PASSPORT
    Surname   Rastogi
    First and Middle name Rameshbhai Rajubhai Rastogi Rameshbhai Rajubhai
    The following is not permitted:

  33. My resident permit/PR has expired. What documents do I need for Passport renewal?
    1. The applicant will need to apply for an extension of their resident permit/PR with CIC/IRCC. Once CIC accepts their application for extension they will receive a letter/email from CIC conveying them that the application is under process. Applicant is required to submit this letter/email along with passport application and the expired permit or PR. NOTE: In case of PR extension, applicant needs to submit landing paper/COPR too.
    2. Please Note: Validity of the Passport May Vary
    Please note that copy of payment slip only is not considered to be a proof of submission of application for fresh/renewal of permit.
  34. Can I apply for permit extension with CIC without a valid passport?
    Yes, CIC accepts permit extension application without valid passport. Please contact CIC regarding this. (Once the application has been accepted by CIC, they will ask to submit a valid passport to continue the process).
  35. I have a PR card. DO I also need to submit landing paper with passport application?
    If applicant is a Permanent Resident in Canada, landing paper wherein immigration category is defined is required mandatorily with the application.
  36. I have a valid CoPR, do I need to submit landing paper as well?
    Landing paper is required unless the immigration category is mentioned on the CoPR document.
  37. I don't have a landing paper, what should I do?
    Landing Paper/COPR is a Mandatory requirement along with the Valid PR Card, applicant can apply this document with the IRCC and can wait for landing papers to arrive or the Validity of the Passport May Vary.
  38. My status/permit is expired but I have applied for permit on spousal grounds. What documents do I need to submit as proof of my status along with passport renewal application?
    Applicant needs:
    1. Communication from CIC that applicant has qualified for/application has been accepted for residency/permit under spousal grounds (names of applicant and applicant’s spouse should be mentioned);
    2. (a) if spouse is Indian National: Copy of spouse's passport and Copy of spouse's permit (PR with landing paper/visa); OR, (b) if the spouse is Canadian National: Copy of Canadian Passport and old Indian passport, if available;
    3. Registered Marriage Certificate

  39. I am a US Green card holder and presently in Canada as a visitor. Can I apply for passport renewal in Canada?
    Normally such applications will not be accepted without proof of a medical exigency which prevents the applicant to travel to USA and apply for renewal there. In such situation, a short validity passport of 6 months can be issued. Such a passport will not be extended in future without a valid Canadian permit and the applicant will have to either travel back to USA or an Emergency Certificate (EC) will be issued to allow the applicant to travel to India only.
  40. The application form/Personal Particulars Form requires 2 addresses. Which addresses do I need to submit?
    Applicant need to submit one Canadian and one Indian address in the form with relevant proof as per follows:

  41. What documents can I submit as proof of Canadian address?

  42. What documents can I submit as proof of Indian address?

  43. I have not stayed in India for a long time and do not have an address in India in my name. What do I do?
    Applicant can give the address of their family / relative in India with there copy of address proof, as long as they can verify their antecedents during police verification procedure. Please share your IDs/Passport copy etc. with them and inform beforehand for the police verification.
  44. Can I use the address of my parents/in-laws/siblings as my Indian address?
    But applicant will need documentary proof to establish relationship with the person whose address proof ID is being submitted e.g. Father in-laws address proof would require: copy of address ID of father in-law, Indian passport copy of applicant’s spouse (where father's name is mentioned) and proof of marriage with their spouse.
  45. What are the specifications of the photograph?

  46. Can Indian nationals who had been issued Passports with 20 (twenty) years validity also apply for a new Passport?
    It is in the interest of the applicant to get a new 10 year Passport as the Government of India has dispensed with the issue of 20 years Passport as per the extant rules.
  47. Can I submit an affidavit attested by Canadian/Indian Government as a documentary proof?
    Affidavits will not be accepted as a valid proof for anything.
  48. Can I send my Passport application through a travel agent?
    Consulate has not authorized any agent. Application is to be submitted at the BLS Passport Service Centre by the applicant personally or through a immediate family member bearing an authorization letter from the applicant. Travel Agents/Agents/Solicitors are not permitted to submit applications on behalf of applicants. Please report to the HCI if anyone claims to provide such services.
  49. What is the procedure for issue of fresh passport to a child born in Canada to parents holding Indian passports?
    The child may be eligible for Canadian citizenship due to their place of birth being Canada. In case parents wish to obtain Indian passport for the child, birth registration with the Indian Mission is required before applying for passport for the newborn. Both the parents should sign a declaration of non-acquisition of Canadian nationality by the child and consent to issue of Indian passport to the child. The Declaration should clearly mention that the child will not apply for Canadian Citizenship till they turns 18 years of age. It may be noted that Indian rules do not allow dual citizenship and therefore, the Canadian citizenship is required to be renounced before acquiring Indian Citizenship.
    You will need to fill online passport application for fresh passport on this link and countersigned by both parents. Copy of the record of landing or immigration document/PR card of the child and the parents would be needed. Also submit a copy of the birth certificate of the child showing the names of the parents. Personal appearance of the child may be required in some cases. Please also see the requirement for a normal Passport Re-issue case given above.
  50. What happens to the visas stamped on the old passport after I get a renewed passport?
    On renewal, the old passport stands cancelled, but all the visa stamped on it will remain valid till their expiry.
  51. The lamination on my passport is peeling off. What should I do?
    A new and complete application will be submitted for the issuance of the Passport for the damaged Passport.
  52. There is a mistake in name/address on my passport. What should I do?
    The HCI cannot make any changes in passport details as filled by the applicant in their form. As such applicants are advised to fill the form carefully. If applicant is required to correct a mistake, they will have to apply for another renewal of passport, using the option 'Change in Personal Particulars'.
  53. Is there a requirement of any minimum validity of passport to travel to India?
    As long as the passport has not expired, national can travel to India but it is advised to check with the Airlines you are travelling.
  54. Is there a requirement of any minimum validity of passport to travel out of India?
    Yes, many countries require some minimum validity (around 6 months) of passport before allowing you to travel to them. Please confirm this requirement from the airline you are travelling with or the concerned country, you are visiting.
  55. Am I eligible for non-ECR category?
    All persons processing educational qualification of matriculation and above are normally eligible for non-ECR passports. Minor children (less than 18 years of age), persons over the age of 50 years, income tax payers with established income from regular profession/business, etc., are also eligible for non-ECR passport. All diplomatic / official passports fall in the category of non-ECR.

  1. Do I need a visa to go to India?
    Yes, all foreigners need a visa to enter India.
  2. Can I get a visa on arrival to enter India?
    No, you must obtain a visa before taking a flight to India. You cannot obtain a visa on arrival in India.
  3. I want to visit India for tourism/to attend a friend's marriage/ to meet my friends. Which visa should I apply for?
    You apply for a tourist visa.
  4. Can I study in India?
    Yes. With a valid student visa for a recognized university/educational institution.
  5. Can I work in India?
    Yes. With a valid employment visa.
  6. I travel to India frequently for business meetings/to explore opportunities for partnerships with Indian companies. Which visa should I apply for?
    You may apply for a business visa valid for multiple entries along with the requisite documents as per the checklist. Kindly note that a Business Visa does not permit you to work in India. In case you wish to work in India, you should apply for an Employment Visa.
  7. I am a Canadian national and I go for one or two months every year for tourism. Which visa should I apply for?
    You can apply for a Tourist visa. This visa is not extendable in India.
  8. I will be changing flights/airports in India to travel to my final destination (say Nepal, Thailand etc.) Do I need a visa to change flights/airport terminals?
    You need to apply for a transit visa if you are going to change from an international terminal to a domestic terminal of any Indian airport or if you are going to stay in an airport hotel even for a few hours. You don't need a transit visa if you stay in the waiting area reserved for international transit passengers in an Indian airport. Note that you can stay for a maximum period of 72 hours in India on a transit visa. You should have a confirmed air ticket for the onward journey.
  9. I have to participate in a Conference/Seminar/Workshop in India. Which visa should I apply for?
    You should apply for a Conference Visa to enable you to participate in the Conference/Seminar/ Workshop along with invitation letter, details of the Conference etc. Clearance from the competent authority in India is required.
  10. I will travel at a much later date. Can my visa be issued to coincide with the date of travel?
    No. Post - dated visas are not issued. The validity of the visa begins from the date of issue.
  11. I have to go for internship/training in a university/institute/company in India for a short period. Which visa should I apply for?
    You should apply for an Intern/Student visa along with a copy of the offer letter stating the terms of internship. You may also be required to submit a copy of the inter-university student exchange agreement if the proposed internship is a component of such an agreement. You would be required to submit proof of financial standing to support your stay in India. If you receive any monetary compensation/salary from the Indian organization, you will have to apply for a business visa.
  12. I will be going to India for work/employment along with my family. Which visa should I apply for? Would my children be able to study in India?
    You must apply for an employment visa along with the requisite documents. Once your visa application is approved, your spouse and children may apply for dependent employment visas in case they are accompanying you on your stay in India. Your children will be able to secure admission in schools/colleges in India once they have been granted appropriate visas. Kindly note that you have to undergo mandatory registration formalities at the nearest office of the FRRO/FRO within 14 days of your arrival in India if you are planning to stay in the country for a period longer than 180 days
  13. I will be studying in India for one semester/trimester in an IIT/IIM/IISc/Indian university. Which visa should I apply for?
    You should apply for a student visa along with a copy of the letter from the institute/university confirming your acceptance as a student. You would also be required to submit proof of financial standing to support your stay in India.
  14. I had applied for a visa for India but I have changed my mind about visiting the country. Can I claim a refund of the visa fee?
    Visa fees are non-refundable. Once the visa application is accepted and cannot be refunded even if the visa is refused/not granted.
  15. Do I need a visa for my pet who is accompanying me on my visit to India?
    Visa is not required for taking a pet to India but certain customs and vaccination-related regulations have to be complied with. Please check the following link : https://aqcsindia.gov.in/import-of-pets-under-baggage.html . You may also check with your airline.
  16. My application and passport have been submitted and it has been a while, how can I enquire about the status of my application?
    Please track your passport by logging on BLS Services website http://www.blsindia-canada.com or by calling their Helpline at +1 289 498 1320 (between 8:00 am - 5:00 pm Monday - Saturday except closed Holidays).
  17. How do I know when my passport is ready for collection from the Indian Consular Services in Canada?
    Please track your passport by logging on http://www.blsindia-canada.com. You can also call the BLS International Services Canada Inc. Helpline number at +1 289 498 1320 to check the status of your passport.
  18. Can I collect my passport from the High Commission of India, Ottawa?
    No. You have to collect your passport from the Indian Visa & Consular Services Centres in Canada where you made the application.
  19. Do I have to submit my passport and visa application with the India Consular Services only?
    Yes, However, Diplomats and officials of foreign diplomatic Mission, UN and other international organization personnel, Canadian government official holding diplomatic / official passport must submit their visa application directly to the Consulate General of India.

  21. Will I be allowed to carry liquor to India?
    Yes. But if you are traveling to Gujarat, you will have to apply for a liquor permit (http://eps.gpeonline.co.in/). Please check with your airline for other restrictions on alcohol.
  22. Do all the applicants need to be present at the time of submitting an application?
    No. An application can be sent either by mail or in person by an immediate family member. Applications are NOT received through agents or representatives
  23. Will the visa and service fee courier service fees be refunded?
    No refunds. Fees once received would not be refunded, even if the application is withdrawn or service denied.
  24. I wish to visit certain areas in India like Andaman & Nicobar Islands, Arunachal Pradesh, Sikkim, Nagaland etc. Can I obtain a visa to visit these areas?
    A tourist visa is not sufficient to visit these areas because all of these regions in India are restricted/protected areas for which it is necessary to obtain a Restricted/Protected Area Permit (RAP/PAP). This permit can be obtained in India either from the Ministry of Home Affairs or FRRO concerned after entering India with a tourist visa. You can visit certain open areas in Sikkim for a maximum period of 15 days in case you request a 'special endorsement for Sikkim' at the time of applying for your tourist visa.
  25. I have not surrendered my Indian passport after obtaining Canadian / Foreign Citizenship. How can I submit my entry visa application where in surrender certificate is one of the document to be submitted with visa application?
    All the applicants who earlier held Indian passport are required to surrender their Indian passport after obtaining foreign/Canadian citizenship. Person of Indian origin must enclose a copy of Surrender Certificate of old Indian passport. Please submit your surrender certificate application first at the BLS center and obtain the payment receipt having the bar code. You may enclose this receipt with your entry visa application and submit for visa.
  26. I am a Canadian national. However, prior to taking up Canadian nationality, I was a citizen of Pakistan. I want to travel to India. What are the requirement to submit visa application?

  3. How do I submit the PCC application?
    PCC application process is mentioned below
    • Filling up the application form based on Indian or Foreign nationality.
    • Prepare and collect documents required for the application.
    • Submit the duly signed printout of the application along with the supporting documents with applicable fee at a BLS Center.

  4. What is the validity of PCC issued from the HCI?
    There is no validity mentioned on PCC and it depends upon the requirement of office / authority where applicant is required to submit the PCC.
  5. How is PCC dispatched to the applicant?
    Those PCCs for which courier charges are paid by the applicant are dispatched by BLS. In other cases, the PCC is kept at BLS centre for collection by the applicant.
  6. How can I track the status of my application?

  7. What is the “file number” that is required in the PCC application form?
    You can find the file number on the last page of applicant’s passport.
  8. Can the PCC be issued in Emergency at the Consulate?
    There is no emergency PCC service.
  9. I am on a Tourist/Visitor Visa. Can I apply for PCC?
    A) Yes. If the applicant’s continuous stay in Canada is more than six months. In addition, applicant will be required to submit letter from the sponsor, Valid Indian Passport and current status of sponsor in Canada and address proof.
    B) If Sponsor is Now Foreign National, additionally Expired Indian Passport, Valid Foreign Passport is required
  10. Can I apply for PCC if my passport is expired?
    No, PCC can be issued only on valid passport with least 6 months of validity remaining.
  11. My status/permit is expired but I have applied for permit on spousal grounds. What documents do I need to submit as proof of my status along with passport renewal application?
    Following need to be submitted by the applicant:
    1. Communication from CIC that the applicant has qualified for/application has been accepted for residency/permit under spousal grounds (names of the applicant’s spouse and themselves should be mentioned).
    2. (a) if the spouse is Canadian National: Copy of Canadian passport and old Indian passport;
      OR,
      (b) if spouse is Indian National: Copy of spouse's Valid passport and Valid status (Study permit /Work Permit/PR with landing paper)
  12. My passport has been seized by Canadian Immigration/CBSA. I only have a copy, but the passport is valid. Am I eligible to submit a PCC application?
    1. Indian Citizen: Valid Original Passport is required to apply for issuance of PCC.
    2. Foreign Citizen: You can apply for PCC if you Original Passport/Passports on which travelled and stayed in India and the current Valid Passport.
  13. My passport is valid; however, my marital status has changed after the issue of last passport. Am I required to renew passport before applying for PCC?
    No. You may submit your PCC application with a copy of marriage certificate.
  14. Do I need to provide a proof of address in case there is a mismatch in the address in the passport and the PCC application? What proof of address should I provide?
    Yes. Applicant should provide an Indian address of parents/close relatives etc. where someone can verify applicant’s antecedents at the time of police verification. Valid Indian ID of the parents / relatives should be submitted along with the application form.
  15. What happens in case of receipt of an adverse police report from Police authorities?
    Sometimes Report is marked Adverse on the basis of incorrect address, gender, parents name and wife’s name. Applicants are therefore advised that please check the following personal particulars before filling the application :
    • Correctness of the India address (make sure someone is residing at that address)
    • Correctness of gender
    • Correctness in spelling of parents’ name as per their passports
    • Correctness of spelling of spouse’s name as per their passport

    Yes.

    For Postal service only self-attested copies are sufficient. Original documents should not be sent to BLS unless requested.
  18. Can foreign nationals including Canadians of Indian origin, who have stayed in India for education, training, family reason, etc. apply for PCC?
    Yes. Foreigners who have stayed in India in the past for education, training, family reason, etc. and need police clearance for the period of their stay in India, such applicants may apply for PCC. They have to submit their educational degree, marksheet, school leaving certificate, job letter, institution admission record, passport/Passports (Original and copy), entry/exit stamps for visit to India on the passport etc. and residence proof.)
  1. What is Surrender Certificate?
    Persons of Indian Origin (PIOs), who have acquired foreign citizenship are required to surrender their Indian passports to the nearest Indian Mission/Post immediately after acquisition of foreign citizenship.
  2. Who should apply for a surrender certificate?
    Any Indian citizen who has acquired Canadian Citizenship is mandatorily required to surrender his Indian passport. Following this, a Surrender Certificate will be issued (the Indian passport is cancelled and returned to the applicant).
  3. Why do I need the Surrender Certificate?
    Any Foreign citizen who previously held Indian Citizenship mandatorily requires a Surrender Certificate while applying for any Indian visa, OCI or PCC.
  4. Where can I submit my Surrender Certificate application?
    All the application for the Surrender Certificate should be submitted at the authorized BLS Centers under the HCI,Ottawa’s jurisdiction. Location of the BLS Centres can be found on this link.
  5. How do I submit the application.
    After filling and submitting the form online (https://passport.gov.in/nri/), applicant needs to submit the hard copy of form with photo, supporting documents and fee at BLS.
  6. What are the documents required
    Please note that acceptance of applications for this service has been outsourced to BLS International Services Canada Inc. Applications should be submitted to their centers. BLS Centers under the HCI Ottawa’s jurisdiction can be found here. The applicant would need to submit the following:
    • Duly filled-in application form
    • Original Indian passport with one copy.
    • Copy of the Canadian Citizenship certificate.
    • Copy of Canadian passport.
    • Foreign Passport and valid status, If Foreign National
    • Photograph (to be pasted in the application form)

    All the Original documents are required for verification at the time of submission.

  7. Can I submit application at the HCI in person?
    No. Applications are accepted only through BLS.
  8. Can I collect passport directly from the HCI?
    No. Surrender Certificates are dispatched to the applicant’s address as given in application form through BLS post/courier/walk in only.
  9. I am a resident of a place outside the HCI, Ottawa’s jurisdiction. Can I submit my surrender certificate application at the HCI?
    HCI, Ottawa accepts applications only of people living in its Consular Jurisdiction
    All the Surrender applications must be come through BLS. The HCI will not accept any Surrender application directly from the applicant.

  11. Do photocopies of original documents need to be attested?

  12. I acquired Indian Canadian citizenship in 2005 and had submitted Indian passports to the HCI,Ottawa which were stamped cancelled and returned to me. Am I required to get a Surrender Certificate?
    Indian passports of those acquiring foreign citizenship prior to 31 May 2010 used to be cancelled and no Surrender Certificate was issued. In case they wish to apply for OCI card then they need to show the proof of cancelled passport with the stamp”Cancelled on account of acquiring Foreign Citizenship “at the time of submission of OCI application.
  13. I am a Canadian citizen. I did surrender my Indian passport in 2014 and did not received my surrender certificate. Now my husband is applying for OCI and my surrender certificate is needed.
    The concept of issue of Surrender Certificate came into existence on 1 June 2010. As you have surrendered your Indian passport in 2014, you must have received the surrender certificate at that time.
    In case you do not possess the surrender certificate as on date, you may send the scanned copy of your surrendered Indian passport for verification at this end.
    It is mandatory to have surrender certificate after June 1, 2010 for applying for OCI.
    For OCI application only applicant need to submit surrender certificate.
  14. What is the procedure for loss of Indian passport who acquired Canadian citizenship before/after 1st June 2010.
    For Persons of Indian origin who lost their last held Indian passport, the following are the guidelines to be followed for applying for OCI:
    1. For loss of passports before June 1, 2010 - The applicant will be advised to apply for Nativity/Domicile Certificate from Competent authority in India. This certificate is required to be attested by Ministry of External Affairs, Govt.of India, New Delhi.
    2. For loss of passports after June 1, 2010 - The applicant will be advised to apply for Nativity/Domicile Certificate from Competent authority in India. This certificate is required to be attested by Ministry of External Affairs, Govt.of India,New Delhi
    3. In case of lost of Last held Indian passport: If the last held Indian passport before becoming Foreign citizen is lost/misplaced but have the previously Original Indian passport on which travelled to Canada/Foreign country, the documents can be submitted at the BLS for HCI’s advise.

Global Entry Program (GEP) applications by Indian citizens at Missions/ Posts abroad through the GPSP System
The facility for submission of Global Entry Program applications by Indian citizens residing in consular jurisdiction of Consulate General of India, Toronto has been introduced.
Global Entry is a US Customs and Border Protection (CBP) program that allows expedited clearance for pre-approved, low-risk travelers upon arrival in the United States.
How to Apply for Global Entry Program:
Citizens of India are eligible for Global Entry. Applications must be submitted through CBP’s website: https://ttp.dhs.gov/
Application Process for background check for GEP:
For those applicant presently living in Canada, after completion of US Custom and Border Protection website process, he/she needs to submit the requisite information in the website of Global Passport Seva Project (https://embassy.passportindia.gov.in/) for completion of background check in India. After completion of online submission, he/she should submit the application at M/s BLS along with the fee of requisite fee.

  1. Who is eligible to apply?
    A foreign national, who was eligible to become a citizen of India on 26.01.1950 or was a citizen of India on or at any time after 26.01.1950 or belonged to a territory that became part of India after 15.08.1947 and his/her children and grandchildren, is eligible for registration as an Overseas Citizen of India (OCI). Minor children of such person are also eligible for OCI. However, if the applicant had ever been a citizen of Pakistan or Bangladesh, he/she will not be eligible for OCI.
  2. Who was eligible to become Citizen of India on 26.01.1950?
    Any person who, or whose parents or grand-parents were born in India as defined in the Government of India Act, 1935 (as originally enacted), and who was ordinarily residing in any country outside India was eligible to become citizen of India on 26.01.1950.
  3. Which territories became part of India after 15.08.1947 and from what date?
    The territories which became part of India after 15.08.1947 are:
    (i) Sikkim 26.04.1975
    (ii) Pondicherry 16.08.1962
    (iii) Dadra & Nagar Haveli 11.08.1961
    (iv) Goa, Daman and Diu 20.12.1961
  4. Can the spouse of the eligible person apply for OCI?
    Yes, if he/she is eligible in his/her own capacity.
  5. Can Minor children apply for OCI?
    Yes, if either of the parents is eligible for OCI.
  6. In what form should a person apply for an OCI and where are the forms available?
    A family consisting of spouses and upto two minor children can apply in the same form i.e. Form XIX, which can be filed online or downloaded from our website http://mha.nic.in/ForeigDiv/ForeigHome.html.
  7. Can application form be filled and submitted on line?
    Yes. Part A of the application form should be filed online. Part B should be downloaded and printed on computer or by hand in Block letters. Printed Part A and Part B of the application form has to be submitted to the Indian Mission/Post/Office along with all requisite documents.
  8. What documents have to be submitted with the application?
    The following documents shall be enclosed for each applicant:
    1. Proof of present citizenship
    2. Evidence of self or parents or grandparents
      (a) being eligible to become a citizen of India at the time of commencement of the Constitution; or
      (b) belonging to a territory that became a part of India after 15 th August, 1947; or
      (c) being a citizen of India on or after 26 th January, 1950
      These could be:

    4. OCI fee is paid by the Postal order or Demand Draft favoring High Commission of India, Ottawa (Cdn $ 376 for each applicant; Cdn $ 39 for OCI Miscellaneous and Cdn $140 for Lost/Damaged/PIO-OCI ).
    BLS Service charges and Postal charges are additional to the above fees.
  9. What documents would qualify for “Any other proof” for evidence of self or parents or grandparents being eligible for grant of an OCI?
    Any documentary evidence like Indian Passports/ birth certificate etc. by which eligibility may be reasonably ascertained.
  10. How many copies of application have to be submitted?
    Only one Set of Application has to be submitted for each applicant.
  11. Whether applicant(s) have to go in person to submit the application (s)?
    No. Application(s) can be sent by post by Purolator, Registered Canada post or through any Courier.
  12. Whether the applicant (s) have to take oath before the Counsel of the Indian Mission/Post?
    No. Earlier provision in this regard has been done away with.
  13. Where to submit the application?
    To the Indian Mission/ Post of the country of citizenship of the applicant. If the applicant is not in the country of citizenship, to the Indian Mission/Post of the country where he is ordinarily residing. If the applicant is in India, to the FRRO Amritsar, Bangalore, Kozhikode, Chennai, Kochi, Delhi, Goa, Hyderabad, Lucknow, Mumbai, Kolkata, and Thiruvananthapuram as per specified Jurisdiction of the FRRO concerned.
  14. Can a person apply in the country where he is ordinarily residing?
    Yes.
  15. What are the consequences of furnishing wrong information or suppressing material information?
    All the applications will be subject to pre or post enquiry depending on whether any adverse information is voluntarily reported in the application or not. If the Government comes to the know that any false information was furnished or material information was suppressed, the registration as OCI already granted shall be cancelled by an order under section 7D of the Citizenship Act, 1955. The persons will also be blacklisted thereby banning his/her entry into India.
  16. What is the fee for application for registration as an OCI?
    OCI fee is paid by the Postal order or Demand Draft favoring High Commission of India, Ottawa (Cdn $ 376 for each applicant; Cdn $ 39 for OCI Miscellaneous and Cdn $140 for Lost/Damaged/PIO-OCI ).
    BLS Service charges and Postal charges are additional to the above fees.
  17. What is the time taken for registration as OCI?
    Within 30 days of the application, if there is no adverse information available against the applicant. If any adverse information is available against the applicant, the decision to grant or otherwise is taken within 120 days.
  18. If the registration as an OCI is not granted, what amount will be refunded?
    This decision will be made by the Mission according to the Guidelines.
  19. Can a PIO Cardholder apply?
    Yes, provided he/she is otherwise eligible for grant of OCI like any other applicant.
  20. Will the PIO Cardholder be granted an OCI registration gratis?
    No. He/she has to make a payment of Cdn$140, Mode of Payment is then Bank Draft/Postal order favoring “High Commission of India, Otawa”
  21. Will the PIO card be honored till the time it is valid even after acquisition of an OCI?
    No. PIO card will have to be surrendered to the Indian Mission/Post/FRROs before collection of OCI registration certificate
  22. What will be issued after registration as an OCI?
    A registration certificate in the form of a booklet will be issued and a multiple entry, multi-purpose OCI Booklet is issued.
  23. Will a separate OCI passport be issued?
    No.
  24. Will a duplicate certificate of registration as an OCI will be issued?
    Yes. For this purpose, an application has to be made to the Indian Mission/Post with evidence for loss of certificate. In the case of mutilated/damaged certificate an application has to be made enclosing the same. The applications in both the cases to be submitted to the concerned Indian Mission/ Post/FRRO along with payment of a fee of Cdn $140.
  25. Will a new OCI visa sticker be pasted on the new foreign passport after the expiry of the old passport?
    OCI ‘U’ visa sticker on the new Passport is no longer pasted
  26. Will the applicant lose his citizenship after registering as an OCI?
    No. The applicant does not lose his Foreign Citizenship after registering as an OCI as OCI is a Lifelong Visa.
  27. Can a person registered as an OCI travel to protected area/restricted area without permission?
    No. He/she will be required to seek PAP/RAP for such visits.
  28. Would the Indian civil/criminal laws be applicable to persons registered as OCI?
    Yes, for the period OCI is living in India.
  29. Can a person registered as an OCI be granted Indian citizenship?
    Yes. As per the provisions of section 5(1) (g) of the Citizenship Act, 1955, a person who is registered as an OCI for 5 years and is residing in India for 1 year out of the above 5 years, is eligible to apply for Indian Citizenship.
  30. Will an OCI be granted gratis to certain categories of people?
    No.
  31. Can OCI be granted to foreign nationals who are not eligible for OCI, but married to persons who are eligible for OCI?
    No.
  32. Will foreign-born children of PIOs be eligible to become an OCI?
    Yes, provided one of the parents is eligible to become an OCI.
  33. What are the benefits of an OCI?
    Following benefits will be allowed to an OCI:
    (i) Multiple entry, multi-purpose lifelong visa to visit India;
    (ii) Exemption from reporting to Police authorities for any length of stay in India; and
    (iii) Parity with NRIs in financial, economic and educational fields except in the acquisition of agricultural or plantation properties.
    (iv) Registered Overseas Citizen of India shall be treated at par with Nonresident-Indian in the matter of inter-country adoption of Indian children
    (V)Registered Overseas Citizens of India shall be charged the same entry fee as domestic Indian visitors to visit national parks and wildlife sanctuaries in India
    (VI) Registered Overseas Citizens of India shall be treated at par with resident Indian nationals in the matter of tariffs in air fares in domestic sectors in India.
    (Vii]Parity with Non-Resident Indian in respect of entry fees to be charged for visiting the national monuments, historical sites and museums in India; Pursuing the following professions in India, in pursuance of the provisions contained in the relevant Acts, namely:- (a) doctors, dentists, nurses and pharmacists
    (b) chartered accountants;
    (c) Advocates;
    (d); architects;
    (viii) Parity with Non-Resident Indian to appear for the All India Pre-medical Test or such other tests to make them eligible for admission in pursuance of the provisions contained in the relevant Acts.
    (ix) “State Governments should ensure that the OCI registration booklets of OCIs are treated as their identification for any services rendered to them. In case proof of residence is required, Overseas Citizens of India may give an affidavit attested by a notary public stating that a particular/specific address may be treated as their place of residence in India and may also in their affidavit give their overseas residential address as well as e-mail address, if any”
  34. Will any other benefit be granted to an OCI?
    Any other benefits to an OCI will be notified by the Ministry of Overseas Indian Affairs (MOIA) under Section 7B(1) of the Citizenship Act, 1955.
  35. Is the OCI entitled to voting rights?
    No.
  36. Is the OCI entitled to hold constitutional post in India?
    No
  37. Is the OCI entitled to hold Government posts in India?
    No, except for the posts specified by an order by the Central Government.
  38. If a person is already holding more than one nationality, can he/she apply for OCI?
    Yes.
  39. What are the advantages of the OCI when compared to PIO cardholders?
    (i) An OCI is entitled to life long visa with free travel to India whereas for a PIO card holder, it was only valid for 15 years.
    PIO IS A DISCONTINUED SERVICE,
    (ii) An OCI gets a specific right to become an Indian Citizen as per Section 5(i) and (ii) of the Citizenship Act, 1955. Whereas the PIO card holder does not have this.
  40. Whether an OCI be entitled to apply for and obtain a normal Indian passport which is given to a citizen of India?
    No. Indian Passports are given only to Indian citizen.
  41. Whether nationals of Commonwealth countries are eligible for the OCI?
    Yes, if they fulfill the eligibility criteria.
  42. Can a person renounce OCI?
    Yes. He/she has to declare intention of renunciation in Form XXII to the Indian Mission/Post where OCI registration was granted. After receipt of the declaration, the Indian Mission/Post/FRROs shall issue an acknowledgement in Form XXII A.
  43. Do the applicants who have applied on the earlier prescribed application form have to apply again in the new form?
    No. All such applications will be considered for registration as an OCI without seeking fresh applications and fees.
  44. Can an OCI holder undertake Research work in India?
    Yes, after getting prior approval/special permission from MHA.
  45. Whether foreign military personnel are eligible for grant of OCI?
    NO, foreign military personnel either in service or retired are not entitled for grant of OCI.
  46. Whether civil Govt. servant working in Ministry of Defense as IT engineers/civil contractors entitled for OCI?
    NO.
